Many communities post signs noting that they have "block Watch" programs. These programs entail people keeping watch of suspicious activities in their neighborhoods and contacting police when necessary. The lone tire leaning against a Block Watch sign leads me to suspect that a car was stolen in spite of the program and all that was left of the vehicle was a single tire.
